Multiple Individuals Charged Under National Security Act in Iran-Linked Espionage Cases
British authorities have charged three men in separate investigations involving alleged espionage and surveillance activities linked to the Iranian state. The cases, handled by Counter Terrorism Policing, mark a continuation of recent efforts to disrupt suspected foreign intelligence operations under the National Security Act 2023.

Surveillance of the Jewish Community
In a complex investigation, two men were charged with engaging in conduct likely to assist a foreign intelligence service. Nematollah Shahsavani, 40, a dual Iranian and British national, and Alireza Farasati, 22, an Iranian national, were arrested on March 6.
According to the Crown Prosecution Service (CPS), the charges stem from activities conducted between July 9, 2025, and August 15, 2025. Frank Ferguson, head of the CPS special crime and counter-terrorism division, stated that the charges relate to gathering information and undertaking reconnaissance of targets,
specifically locations and individuals linked to the Jewish community in the London area.
Vicki Evans, Deputy Assistant Commissioner and senior national coordinator for Counter Terrorism Policing, described the charges as extremely serious.
While two other men were arrested alongside Shahsavani and Farasati on March 6, they were later released without charge. The two defendants are expected to appear at Westminster Magistrates’ Court.
Charges Against Vahid Aberi
In a separate development, Vahid Aberi, a 39-year-old resident of Liverpool, was charged with assisting a foreign intelligence service. Aberi was arrested in Birmingham following an investigation by Counter Terrorism Policing and was subsequently taken to a police station in the West Midlands. Detectives carried out searches at properties in both Birmingham and Liverpool as part of the inquiry. Commander Helen Flanagan, Head of Counter Terrorism Policing London, noted that this case represents another instance where authorities have intervened to disrupt suspected activity linked to foreign intelligence services. Aberi was scheduled to appear at Westminster Magistrates’ Court.
Context of Security Tensions
The recent charges occur against a backdrop of heightened diplomatic and security concerns regarding Iran’s activities in the United Kingdom. UK security officials have repeatedly warned that Iran has sought to utilize criminal proxies to conduct hostile operations within the country.
These security concerns have been punctuated by several high-profile incidents. Recently, Britain summoned Iran’s most senior diplomat following the stabbing of an Iranian journalist in London, a case that resulted in the conviction of two Romanian nationals. Additionally, the British government moved to ban support for Iran’s Islamic Revolutionary Guard Corps to curb the use of state-sponsored proxies.
In response to previous allegations of state-linked hostility, the Iranian embassy in London has rejected the accusations, characterizing them as unfounded, politically motivated and hostile.
Operational Impact and Public Safety
While the investigations into these individuals have led to formal charges, law enforcement officials have emphasized that there is no identified direct threat to the general public. Commander Flanagan stated that while authorities have not identified a specific threat to any community or individual in connection with the Aberi investigation, the frequency of interventions has increased.
We have seen a significant and sustained increase in the tempo of our work in national security investigations in recent years,
Flanagan said. Similarly, regarding the surveillance case involving the Jewish community, Deputy Assistant Commissioner Evans expressed hope that the investigation would reassure the public that police remain relentless in our pursuit of those who may be responsible
for potential threats to safety.
