Belfast Man Charged Over Fatal Hit-and-Run

A 22-year-old man is appearing before Belfast Magistrates’ Court today, Friday, July 17, following a fatal hit-and-run in north Belfast that killed a 24-year-old woman from Tipperary. The suspect, who was arrested in the Cavehill area shortly after the incident, faces charges including causing death by dangerous driving, causing grievous bodily injury by dangerous driving, and other driving-related offences.

Belfast Magistrates’ Court Proceedings Following York Street Collision

Authorities have brought charges against the 22-year-old man in connection with a fatal collision that occurred in the early hours of Thursday, July 16. The incident, which took place in the York Street area of north Belfast, resulted in the death of 24-year-old Raven Adams, who was originally from the Tipperary area of the Republic of Ireland. Ms. Adams was pronounced dead at the scene. A second pedestrian, a 22-year-old man, also sustained serious injuries as a result of the collision and was taken to hospital for treatment.

Police received a report of the single-vehicle collision involving two pedestrians at approximately 2:40 a.m. on Thursday. In a statement, Detective Inspector Stewart from the Police Service of Northern Ireland’s (PSNI) Collision Investigation Unit said: “We received a report at approximately 2.40am of a single-vehicle collision involving two pedestrians. It was reported the pedestrians were struck by a vehicle – the driver of which, a 22-year-old man, subsequently fled the scene, and was later arrested by officers in the nearby Cavehill area.”

Officers attended the scene alongside colleagues from other emergency services, where medical treatment was provided to both pedestrians. A PSNI spokesperson confirmed that detectives from the Collision Investigation Unit investigating the fatal collision have charged the man to court.

Legal Procedures and Public Prosecution Service Review

The case is moving through the standard judicial process in Northern Ireland. The PSNI has stated that as is the usual procedure, all charges brought against the suspect will be reviewed by the Public Prosecution Service. This ensures that the evidence and the specific charges against the 22-year-old are evaluated before the case proceeds further through the court system.

While the court considers the immediate legal matters today, the broader context of fatal road collisions in Northern Ireland remains a point of focus for the justice system.

Judicial Priority for Fatal Hit-and-Run Cases

The urgency of judicial proceedings is reflected in the wider administrative approach to fatal road incidents. In a separate, unrelated case involving a fatal hit-and-run on the Stewartstown Road in February 2021, Judge Neil Rafferty KC recently stated that the case would be absolutely and utterly prioritised when current industrial action is resolved. The 2021 incident resulted in the death of 42-year-old Richard Boyle and his pet dog, Junior.

The 2021 case proceedings were affected by a withdrawal of services by barristers involved in a dispute over Legal Aid fees. In that matter, Martin Sean O’Lali (28) from Breton Court in Lisburn pleaded guilty last September to charges including causing Mr. Boyle’s death by careless driving and failing to stop at the scene of an accident. While that case remains distinct from the ongoing matter regarding Raven Adams, it highlights the operational environment of the Belfast Crown Court.

For the family of Raven Adams, the legal process in Belfast is now underway. As the magistrates’ court hears the charges today, the focus remains on the specific circumstances of the Thursday morning collision in the York Street area and the subsequent apprehension of the accused in the Cavehill area.
