Community Board for Police Accountability November 4, 2026, Hybrid Meeting

Portland Prepares Hybrid Oversight Session as Transition Updates Continue

Portland residents will have another opportunity to engage directly with civilian oversight structures when the Community Board for Police Accountability convenes a hybrid public meeting on November 4, 2026. According to portland.gov, the session follows an ongoing series of updates tracking the city’s broader law enforcement oversight transition.

The upcoming gathering at The Portland Building, located at 1120 SW 5th Ave, Room 100, is split into two segments. Attendees can share a meal and meet with members of both the CBPA and the Citizen Review Committee from 6:00 p.m. to 7:00 p.m., ahead of the official public meeting scheduled from 7:00 p.m. to 8:30 p.m. The CBPA operates as an independent governing body composed entirely of volunteers appointed by the City Council after clearing background checks and training.

Balancing Access and Security in Hybrid Formats

Under Portland City Code and state law, the board conducts hybrid meetings allowing full participation either in person or via online video and teleconferencing. While the public is welcome to attend in person without prior sign-up restrictions beyond normal seating, virtual participation is restricted to maintain a safe and constructive environment.

Virtual attendees planning to offer testimony must register two hours before the meeting begins. In-person speakers are required to sign up before the specific agenda item is heard. Participants addressing the board must state their name for the record, and any registered lobbyists appearing on behalf of an entity must declare their representation in accordance with City Code Chapter 2.12. Each speaker is allotted three minutes unless the facilitator designates a different time limit.

Agenda Structure and Public Participation Deadlines

The evening’s official agenda features a roll call, agenda approval, and the introduction of invited guests from the Citizen Review Committee. A dedicated public comment period will follow, continuing the collaborative dialogue established during earlier transition presentations, such as the initial overview delivered at the CRC meeting on September 2, 2026. Questions and feedback regarding the ongoing oversight system transition remain a core component of the schedule.

For those unable to attend live, written public comments must be submitted to [email protected] by Monday, November 2, at 5:00 p.m. Submissions must include the subject line “Public Comment for CBPA meeting November 4, 2026” to be formally entered into the meeting record.

The city provides translation, interpretation, and accommodation services. Individuals requiring alternative formats, auxiliary aids, or language assistance can contact 503-865-6009 or dial 311 for Relay Service and TTY support at 711.
