18 Arrested in Statewide Sweep: Highway Patrol Report Oct. 23-26

Eighteen Arrests Reported Across North Missouri Over Four-Day Weekend

The Missouri State Highway Patrol booked or summoned 18 individuals during a statewide enforcement sweep spanning October 23 through October 26, 2026, according to a report published by kttn.com. Troopers logged charges ranging from driving while intoxicated and controlled substance possession to outstanding felony warrants across multiple northern counties.

Not all stops resulted in physical bookings. State troopers frequently issue summonses containing mandated court dates rather than transporting suspects to a local detention facility, a procedural distinction that the Patrol still classifies as an official arrest.

The four-day enforcement window captured a heavy volume of traffic violations and substance-related offenses, alongside serious felony warrants executed by local and state law enforcement.

Dozens of Charges Filed in Multi-County Sweep

Enforcement activity kicked off on October 23 at 1:15 p.m., when 58-year-old Terry J. Omeara of Amity, Missouri, was arrested in DeKalb County. Omeara faced a local felony warrant for second-degree child molestation and fourth-degree domestic assault, and was subsequently held as bondable at the Daviess-DeKalb Regional Jail.

Later that evening in Buchanan County, 34-year-old Mario N. Padilla Banegas of Terlton, Oklahoma, was pulled over at 11:07 p.m. Troopers cited Padilla Banegas for misdemeanor driving while intoxicated, driving without a valid license, speeding 11 to 15 miles per hour over the limit, and consuming alcohol while operating a vehicle. He was placed on a 24-hour hold at the Buchanan County Law Enforcement Center.
