The United Nations Security Council held an emergency meeting on Thursday following a surge in deadly Russian missile and drone strikes across Ukraine. Rosemary DiCarlo, the chief of UN political and peacebuilding affairs, told the meeting that the Security Council must use every tool and diplomatic channel to reach an urgent de-escalation amid the escalating deadly attacks on Ukrainian civilians. The strikes targeted the power grid, causing widespread outages. In the Kharkiv region, a strike on a mail depot killed four people and wounded 10 others. In the Kyiv region, several hundred thousand households were left without power. Kyiv Mayor Vitali Klitschko reported that the strikes caused the biggest electrical outage the city has faced so far, with more than 500 residential buildings remaining without central heating on a day when temperatures reached -12 C. To manage the crisis, Klitschko ordered the city to provide one hot meal per day to needy residents and announced that workers in the water, heating, and road maintenance services would receive bonuses for working “day and night” to restore critical infrastructure.

Tensions at the UN Security Council have been further inflamed by a strike on a student dormitory in the Russian-controlled town of Starobilsk. Russian officials reported that the death toll from the strike on the Starobilsk College of Luhansk Pedagogical University rose to 18, with many of the victims identified as young women. Leonid Pasechnik, head of the Russian-installed administration in the region, published a preliminary list of 21 victims and a list of 41 injured, the youngest of whom was 15. Russian President Vladimir Putin ordered his military to prepare options for retaliation against Ukraine after Moscow accused Kyiv of a deliberate drone strike on the college. Ukraine’s military denied responsibility for the attack, stating it had struck an elite drone command unit in the area and that its forces complied with international humanitarian law. Dmitry Makhonin Reports Ukrainian Strikes on Russian Industrial Facilities

Meanwhile, the conflict has expanded into Russian territory. Ukrainian officials confirmed strikes on the Sheskharis Black Sea oil terminal in Novorossiysk and the nearby Grushova oil depot. Falling debris from drones triggered a fire at the Novorossiysk oil terminal, injuring two people. President Zelenskyy also stated that the military hit a large chemical plant in Russia’s Perm region. Perm regional governor Dmitry Makhonin stated that an industrial facility was targeted by Ukrainian drones, though he claimed they were shot down and caused no damage. Russia’s Defence Ministry reported that its air defences shot down 11 Ukrainian drones overnight.

The large-scale attacks occurred as Ukraine and its allies reported progress toward a peace deal, though Moscow has shown no signal of moving from its maximalist demands regarding territory and European alliances. As the conflict continues, Ukrainian officials have described Russia’s strategy of targeting power supplies and infrastructure in winter as “weaponizing winter,” aiming to wear down public resistance to the invasion that began on February 24, 2022.
