Treasury certifies 25 Delaware census tracts as Opportunity Zones

Delaware has secured federal certification for all 25 of its designated census tracts as Qualified Opportunity Zones, a designation that becomes effective on January 1, 2027. This certification unlocks a federal incentive for investors and developers to pour capital into eligible assets within these tracts. The state has also launched a new digital platform to connect investors with Opportunity Zone projects, developed in partnership with the Milken Institute’s Community Infrastructure Center.

New Investment Platform Connects Projects and Capital

Under Governor Matt Meyer’s leadership, the State of Delaware has created a new platform to serve as a clearinghouse for project sponsors, wealth managers, and potential investors. The platform, made available through a partnership with the Milken Institute’s Community Infrastructure Center (CIC), allows community leaders and entrepreneurs to connect their projects with investors. The state landing page is free to use for registration and searching, and there is no cost for Delaware projects to be included.

“I firmly believe every community in Delaware can help drive our state’s economy,” said Governor Matt Meyer. “With all 25 of Delaware’s Opportunity Zones now officially certified, we’re focused on turning investment into good-paying jobs, stronger local businesses and lasting benefits for all our residents. Our partnership with the Milken Institute gives community leaders and entrepreneurs an easy way to connect their projects with investors and build a more stable and prosperous future for themselves and their neighbors.”

Process Began with Community Engagement

The process to achieve this certification began in December 2025 when Governor Meyer’s team started community engagement and research. The team subsequently nominated the 25 census tracts to the U.S. Treasury for certification and designation as Qualified Opportunity Zones, meeting the deadline of September 28, 2026. During this period, the state also developed the investment platform to help match investment opportunities with investor goals.

Opportunity for Investors and Businesses

The U.S. Treasury’s certification means that investors who have sold assets triggering a capital gain may now consider investing those gains into a Qualified Opportunity Zone Fund. The new platform is designed to help both investors seeking projects and businesses or projects looking for investment to find matches for their respective goals and objectives.
