Tide Point Loses Its Buyer as Under Armour’s Waterfront Property Searches for Act Three
The 12-acre Locust Point waterfront property that once housed Procter & Gamble soap operations and served as Under Armour’s headquarters for two decades remains in the sportswear brand’s possession, The Baltimore Banner reported. Under Armour reached a tentative agreement in the summer of 2025 to sell the land to Baltimore developer Mark Sapperstein of 28 Walker Development, but that deal never formally closed. Sapperstein confirmed that he is no longer under contract to purchase the site, leaving the sportswear brand holding the land and its future entirely undetermined.
Aside from an architecture firm’s office and a steady stream of commuters waiting for the water taxi, the northern parcel of Locust Point now sits empty. Domino Foods’ refinery and a bulk liquid storage facility flank the property, where a sweet, burnt smell from a recent molasses tank overflow still lingered on a recent afternoon. Under Armour relocated its headquarters to the nearby Baltimore Peninsula in 2024, leaving the old Tide Point campus vacant except for these lingering industrial neighbors.

Development Plans and Neighborhood Friction
While the broader headquarters site remains up in the air, Sapperstein is moving forward with a smaller piece of the former campus that he purchased last year: the Cheer Building. The project initially faced shifts in vision, moving from rowhomes to a planned sale to Cristo Rey Jesuit High School before that deal ultimately fell through. Now, the site is slated once again for 122 rowhomes and a parklet, according to Zac Blanchard, the City Council member representing the area. Blanchard noted he hopes any future development at Tide Point incorporates senior housing.
“It would be hard to miss,” said Jon Laria, chair of the planning commission.
Sapperstein acknowledged that some residents will always resist change, though he remains committed to integrating the proposed townhome community into the existing Locust Point neighborhood. Meanwhile, Under Armour spokesperson Matt Dornic declined to comment on the broader property status, and Sapperstein recently indicated plans to buy a large swath of land at Baltimore Peninsula near Under Armour’s current headquarters.
