Denver has launched the StartSmart: Application Intake Assistant, an AI-powered tool designed to speed up the permit application process by providing an instant completeness check. This new tool will allow customers submitting applications for formal site development plans and building permits to receive immediate feedback on errors or missing information before their submission is processed.
The StartSmart: Application Intake Assistant, developed in partnership with vendor CivCheck, connects directly to the city’s online permitting portal, E-permits. It is intended to reduce the time city staff spend communicating with customers about incomplete applications and help get projects into the plan review queue faster. The tool is available now for specific application types, with more expected to be added in 2027.
How the New Tool Works
When customers submit a permit application through the StartSmart: Application Intake Assistant, the system checks the application for completeness and correctness based on specific project requirements. Previously, incomplete applications would result in a back-and-forth communication with city staff that could last days. The new tool provides instant feedback, allowing customers to address issues upfront and begin the plan review process sooner.
Employees Work Smarter for Denverites
StartSmart allows our employees to work smarter – so they can work harder for Denverites,
said Mayor Mike Johnston. This tool will reduce wait times, improve customer service, and help people get answers in minutes instead of days.
DPO Director Jill Jennings Golich added, This tool has the ability to flag missing information for our customers before they submit.
One of the best ways to ensure a smooth plan review process is to start on the right foot.
This tool will provide time savings for our customers, and reduce the back and forth that happens in the intake process today,
CPD Executive Director Brad Buchanan said. Our staff work hard to get everyone through the intake process quickly, and the more information we can provide up front, the easier it is for everyone.

The StartSmart: Application Intake Assistant is part of a suite of tools developed by the Denver Permitting Office. While the new tool will not replace final approval decisions by city staff, it aims to provide more information more quickly at the start of a project. The city plans to expand the tool to cover additional application types throughout 2027.
