A $1.3 Million Miscalculation Upends Odessa
A $1.3 million billing error has upended local government in Odessa, Missouri, triggering an official petition audit by the Missouri State Auditor’s Office after months of simmering public frustration over municipal transparency.
Seven Years of Hidden Utility Errors
The financial discrepancy, rooted in a miscalculation of the city’s Energy Cost Adjustment (ECA), came to light in March 2026 when city officials announced that the finance director had miscalculated utility charges over a window stretching from May 2019 to January 2026. While the city attempted to remedy the shortfall by offering eligible electric utility customers a credit for the miscalculated portion, the remediation failed to quell local unease. Instead, hundreds of residents banded together, demanding an independent state-level investigation into how the error occurred and how municipal finances are managed.
Residents Shatter the Signature Threshold
According to the Missouri State Auditor’s Office, a minimum of 392 certified signatures from registered resident voters is needed to trigger a petition audit. Odessa residents gathered 434 valid signatures that were subsequently certified by the Lafayette County Clerk.

State Auditor Fitzpatrick Steps In
State Auditor Scott Fitzpatrick formally announced the launch of the audit on Tuesday, Oct. 27, pointing directly to the community’s outcry for accountability.
“The people of Odessa have spoken loudly and clearly and we take our duty to fulfill their request for an audit of the city very seriously,” Fitzpatrick said. “I understand many residents feel the city is lacking in transparency and their level of trust of city officials has waned, which is why an audit is needed to pull back the curtain and give everyone a good look at how the city is operating, and how it can improve.”
Unprecedented Scrutiny Meets Silence From City Hall
This marks the first time the City of Odessa has been audited by the Missouri State Auditor’s Office. Spectrum News reached out to the mayor’s office for comment and is awaiting a reply.
Comb Through Financial Records
Over the coming months, state auditors will perform a detailed review of city operations to determine how a miscalculation of this magnitude evaded internal checks.
