Utah Bureau of Criminal Identification Streamlines Concealed Firearm Permit Application Process

The intake workflow sets distinct pathways based on whether an applicant is pursuing a standard permit or a provisional option, while establishing explicit documentation hurdles for military personnel and out-of-state residents.

The state system separates applicants into two primary age categories at the initial intake stage. Standard permits are for individuals aged 21 or older, while provisional permits are for applicants aged 18 to 20. The application platform includes a specific switching option designed for individuals who currently hold a provisional permit and are now eligible for a standard permit.

Driver's License Origin Determines Residency Status

Residency determination within the portal relies directly on the state or territory that issued the applicant’s driver’s license or identification card. However, a specific exemption applies to active-duty military personnel and their spouses, whose residency status is determined by their duty station orders rather than their state-issued identification cards.

The origin of the applicant’s driver’s license also dictates whether a home-state permit must be provided alongside the Utah application. Applicants hailing from U.S. territories are explicitly exempted from needing to furnish a permit from their home territory. Active-duty military personnel stationed in Utah and their spouses may qualify for a waived application fee if they submit a copy of active-duty orders showing assignment in Utah.

Citizenship verification forms another layer of the digital intake. The platform queries applicants on whether they were born outside the United States and whether they currently hold U.S. citizenship. These two variables dictate which legal identification documents must be included with the application.

Mandatory Training Prerequisites

Before any application can be successfully submitted through the portal, applicants must complete a required course taught by a Utah-approved instructor. The system requires users to confirm course completion during the preliminary questionnaire. Individuals who have not yet fulfilled this educational requirement are directed to review the state’s approved instructor list before returning to finish the application workflow.
