Anwar Ibrahim’s Unity Government Faces Test in Johor State Elections

The state of Johor is emerging as a critical test case for Prime Minister Anwar Ibrahim’s unity government as voters head to the polls this Saturday. The election takes place amid an ongoing tug-of-war between state and federal authorities, with the ruling Pakatan Harapan (PH) coalition currently dependent on the UMNO-led Barisan Nasional (BN) and Borneo parties to maintain its parliamentary majority.

Shifting Power Dynamics in Johor

The political landscape in Johor has been marked by state-level nationalism, with the Johor regent, Tunku Ismail Sultan Ibrahim, asserting that the state is a partner to Malaysia rather than a subordinate entity. The regent has previously highlighted a fiscal disparity, claiming that while Johor contributes approximately RM48 billion in tax revenue, the state receives only about RM1.4 billion—less than 3 per cent—through the annual federal budget.

Currently, BN holds 40 of the 56 seats in the state legislature, maintaining a dominant grip that the PH coalition is working to challenge. Anthony Loke, the Malaysian Transport Minister and leader of the Democratic Action Party (DAP), stated that the goal for PH is to secure a better balance of power and prevent a return to one-party dominance.

Strategic Stakes for the Government

Loke, whose party is contesting 17 seats in the election, believes that success will be measured by the number of seats PH can gain from BN. According to Loke, the coalition hopes to appeal to voters by focusing on economic issues, specifically the need to attract quality jobs, investment, and industry back to Johor from Singapore.

While acknowledging that forming a state government is a “tall order” for PH, Loke emphasized the necessity of achieving a political balance. The upcoming polls are being closely watched as BN, a junior partner in Anwar’s government, shows signs of restlessness regarding its status within the current administration.
