A second felony charge has been filed against a 35-year-old Arizona Department of Public Safety trooper who was already facing accusations of unlawful sexual conduct involving a woman he encountered after a car crash, AZFamily reported. Aiden Rosebeck now faces a class 2 felony charge of sexual assault involving a vulnerable adult, added to the original class 5 felony count of unlawful sexual conduct involving a police officer.
The case has exposed a sharp divide between law enforcement leadership and the judiciary over bail decisions, with the Cochise County sheriff publicly condemning a judge’s decision to release Rosebeck on a bond that required only $1,000 up front. The incident, which began with a hit-and-run crash outside Benson on Sunday, November 1, has left a vulnerable woman at the center of a criminal investigation into a sworn officer who arrived at her scene before local deputies did.
A Crash Response Turns Criminal
The sequence began late Sunday when a woman found herself stranded on the side of the road following a hit-and-run crash outside Benson, according to the Cochise County Sheriff’s Office. Rosebeck, the DPS trooper, reached the scene before sheriff’s deputies arrived. What should have been a welfare check instead became the subject of a criminal complaint when the woman reported inappropriate sexual conduct by the trooper who had responded to assist her.
During the investigation, detectives determined the alleged act occurred while Rosebeck was on duty at the crash scene. The sheriff’s office stated that Rosebeck acknowledged having “a physical interaction with the woman during the incident in question.” KVOA reported that deputies initially responded to a welfare check for the stranded woman on November 1 before the allegations against Rosebeck emerged.

Judge Reduces Bond After New Allegations
Rosebeck was arrested and booked into the Cochise County Jail on the initial charge of unlawful sexual conduct involving a police officer. His bond was set at $10,000, and he posted it Tuesday, paying only $1,000 up front as the secured payment.
When Rosebeck appeared in court on the new charge, a judge released him on both charges under the original bond amount. This decision drew immediate and forceful criticism from Cochise County Sheriff Mark Dannels.
“When an individual in a position of authority violates the community trust by committing an egregious act against a vulnerable adult, the expectation is for any bond amount to meet the totality of the charges filed,” Dannels said. “When such a low bond threshold is set with the actual secured payment of only $1,000, this is a failure of the court.”
Dannels added that a badge should not serve as a shield from accountability, emphasizing that there would be no double standard or special treatment in the case.
DPS Suspends Officer While Sheriff’s Office Seeks Public Tips
The Arizona Department of Public Safety confirmed it is aware of the investigation and has placed Rosebeck on unpaid administrative leave. Rosebeck joined the department in 2020. While the Cochise County Sheriff’s Office handles the criminal investigation, DPS stated its Internal Affairs Unit is conducting a separate administrative investigation into the matter.
The sheriff’s office is actively seeking additional information, asking anyone with knowledge of the incident or who has been subjected to suspected wrongdoing by Rosebeck to contact the Cochise County Sheriff’s Office at 520-432-9500.
What Remains Unanswered
Several elements of the case remain open. The identity of the victim has not been released, and the specific nature of the “physical interaction” Rosebeck acknowledged has not been detailed beyond the charges filed. The court has not explained its reasoning for maintaining the original bond amount despite the addition of a class 2 felony, and DPS has not indicated when its internal administrative investigation will conclude or what disciplinary actions might follow. The criminal case against Rosebeck continues to move through the Cochise County court system, with no trial date yet set in the available reports.
