Jackson State University Eliminates Eight Positions Amid Federal Funding Reallocations

Eight Jackson State University positions are being eliminated at the end of the year, a move that could affect the institution’s ability to secure donations and other private financial support, Mississippi Today reported. Staff members in the university’s Division of Institutional Advancement received notices this week that their roles would end on December 31. The reductions arrive as the university navigates compliance shifts tied to millions of dollars from the U.S. Department of Education.

Federal records show that JSU received $8.2 million in Title III funds in 2022. Created in 1965 under the Higher Education Act, Title III was established to help historically Black colleges and universities overcome past underfunding, build infrastructure, develop academic programs, and raise endowments. The grant funding in question falls under JSU’s Activity Six, Title III, Part B, Historically Black Colleges and Universities Program, which supports the elevation of contributions from alumni and private donors as part of the broader 2022–2027 grant cycle.

Conflicting Explanations Over Grant Changes and Future Funding

University representatives offered differing characterizations of the financial adjustments driving the layoffs. A letter obtained by Mississippi Today indicated that the institution confronts limitations on millions of dollars from the federal education department. However, Kelli Sharpe stated in an email that Jackson State would not lose Title III grant funding. Anthony Howard, another spokesperson, similarly denied that JSU is losing Title III money, characterizing the layoffs as the result of a compliance-driven reallocation of funds rather than a reduction or cancellation of federal support.

Despite confirming that eight positions would be affected, university officials did not disclose the specific monetary value of the reallocated funds or specify where the money would be redirected. Sharpe declined to explain what precise Title III changes triggered the job cuts. Affected employees have been encouraged to apply for other vacancies within the university.

Unresolved Questions and Institutional Impact

The Division of Institutional Advancement oversees major gift acquisition, alumni and donor relations, fundraising campaigns, and the growth of the university endowment. It also collaborates with the JSU Development Foundation to secure financial support for scholarships and academic programs. With these eight roles slated for elimination, questions remain regarding how future fundraising efforts might be impacted.

It remains unclear whether JSU or the Mississippi Institutions of Higher Learning (IHL), the state’s college board, will seek alternative funding sources to retain the positions. IHL declined to comment to Mississippi Today regarding the board’s involvement or potential backup funding strategies.
