Kansas AG Orders Group to Halt Voter Gift Card Incentives

Kansas Attorney General Kris Kobach issued a cease-and-desist letter on Saturday, Oct. 31, 2026, ordering a canvassing group to immediately halt financial incentives tied to voting ahead of the Nov. 3 general election, KCTV5 reported.

The Cease-and-Desist Order Against Bluestem Kansas

The state’s intervention targets Bluestem Kansas after investigators received evidence from a local voter who was offered a $5 gift card by a canvasser representing the organization. Under Kansas law, election bribery is categorized as a severity level 7 nonperson felony, strictly banning anyone from giving, offering, or agreeing to give a benefit in exchange for casting a ballot. The restriction also collides with federal law, which criminalizes offering payments to voters in elections that involve federal candidates.

Beyond demanding an immediate halt to the incentives, the state’s directive orders Bluestem to preserve all records and communications related to its door-to-door operations. That evidentiary preservation mandate covers text messages, emails, scripts, training guides, and payment logs.

“As attorney general and before that as secretary of state, I have prosecuted many cases of voter fraud in Kansas, including voting by non-citizens and double voting. But I never thought that a group in Kansas would be so brazen as to go door-to-door three days before a general election offering voters monetary incentives. This sounds like Chicago in the 1950s, not Kansas in the 2020s. As long as I am attorney general, those who violate our election laws will be prosecuted to the fullest extent of the law,” Kris Kobach said.

Prior Metro Scrutiny and Unanswered Questions

KWCH reported earlier that the Kansas House Elections Committee previously pushed an investigation into a Kansas League of Women Voters chapter after it handed out $5 Starbucks gift cards to high school students who registered to vote in the Kansas City metro area. In that prior instance, Attorney General Kobach similarly asserted that the practice violated federal law regardless of the small dollar amount, referring that case to the U.S. Attorney General.

Investigators are now urging anyone who received offers of cash, gift cards, or other rewards from Bluestem canvassers to contact investigators at 785-296-2215, noting that dates, locations, photographs, and written materials left behind by field staff are critical to the ongoing inquiry. KCTV5 reached out to Bluestem Kansas for comment regarding the Saturday order, but the organization has not yet responded.
