Ferguson Overhauls Maryland Senate Leadership Team
Maryland Senate President Bill Ferguson announced a sweeping restructuring of the state Senate leadership team, altering committee chairs, creating new policy roles, and reshaping the chamber’s balance of power ahead of the 2027 legislative session. The changes address a projected fiscal squeeze while shifting leadership away from Montgomery County dominance toward an increasingly diverse Democratic Caucus.

The adjustments come as lawmakers brace for a $2.5 billion budget shortfall, alongside rising healthcare and energy costs. To manage these pressures, Ferguson tapped Senator Antonio Hayes to lead the powerful Senate Finance Committee. Hayes, a two-term Democrat from Baltimore City, becomes the first Black man to chair the committee, stepping into a role previously held by Pamela Beidle.
The Finance Committee will also assume primary jurisdiction over artificial intelligence legislation, adding to an already heavy portfolio that includes healthcare, insurance, labor, business regulation, and economic development. Senator Katie Fry Hester will serve as the committee’s vice chair.
Feldman Takes on Expanded Policy Role
Senator Brian Feldman trades his three years leading the Education, Energy and the Environment Committee for a newly created position blending legislative strategy and institutional muscle. Feldman steps in as Senate Majority Leader and Chief of Policy.
Feldman will serve as an ex officio member of all four standing policy committees, with voting authority in the event of a committee tie. Feldman also takes the helm of a reconstituted Senate Rules and Operations Committee, backed by Senator Malcolm Augustine as vice chair. This revamped panel holds expanded jurisdiction over late-filed legislation, certain matters spanning multiple committees, and state government organization and procedures.
Shifting Committee Chairs and Fiscal Pressures
With Feldman’s departure, Senator Dawn Gile takes over as chair of the Senate Committee on Education, Energy, and the Environment, with Senator Ben Brooks serving as vice chair. Senator Kevin Harris will chair the Energy Subcommittee, and Senator Cheryl Kagan takes on the role of Senate Liaison for National Legislative Affairs while chairing the Elections Subcommittee.

Across the budget aisle, Senator Cory McCray takes over as vice chair of the Senate Budget and Taxation Committee.
Additional budget assignments include Senator Craig Zucker as chair of the Capital Subcommittee, Shelly Hettleman as chair of the Budget and Taxation subcommittee on Public Safety, Transportation and the Environment, and Karen Lewis Young as chair of the subcommittee on Health and Human Services. Senator Alonzo Washington assumes leadership of the Executive Nominations Committee, rounding out a leadership slate that positions Black lawmakers to hold half of the eight committee leadership roles.
