The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has forecast scattered rains and thunderstorms across parts of the country on Thursday, November 5, as the prevailing Easterlies continue to drive unsettled weather, DZRH reported.
Flash Flood and Landslide Threats in Seven Areas
The state weather bureau reported in its 4 a.m. weather bulletin that cloudy skies with scattered rains and thunderstorms will prevail over the Bicol Region, Eastern Visayas, Marinduque, Romblon, Oriental Mindoro, Dinagat Islands, and Surigao del Norte. Those areas face the sharpest risk: PAGASA warned that moderate to at times heavy rains there may trigger flash floods or landslides, and it advised the public to remain alert for both hazards, particularly where severe thunderstorms develop.

Amihan and Easterlies Shape Milder Conditions Elsewhere
The rest of the archipelago will see a milder but still unsettled pattern. Batanes and the Babuyan Islands are expected to have cloudy skies with light rains under the influence of the Northeast Monsoon, or Amihan, while the Ilocos Region, the Cordillera Administrative Region, and the rest of Cagayan Valley will see partly cloudy to cloudy skies with isolated light rains. Metro Manila and the remainder of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms, also steered by the Easterlies.
Moderate Seas Expected Across Luzon, Visayas, Mindanao
At sea, moderate winds from the northeast to east are expected over Luzon, the Visayas, and Mindanao, with slight to moderate seas. At present, the Northeast Monsoon is impacting Northern Luzon, while the Easterlies are affecting the remainder of the country.

GMA Network Broadcast Confirms Warning
GMA Network aired a November 4, 2026 broadcast, and PAGASA warned in its 4 a.m. bulletin that moderate to at times heavy rains in the Bicol Region, Eastern Visayas, and Surigao del Norte may trigger flash floods or landslides.
For residents of the warned areas, the practical stakes are immediate: the same bulletin that forecasts scattered rains and thunderstorms also warns that moderate to at times heavy rains in the Bicol Region, Eastern Visayas, and Surigao del Norte may trigger flash floods or landslides on Thursday.
