Portland Man Sentenced to 32 Years in Prison for Sex Crimes Against Teens

Thirty-two years. That is how long Nicolas Matthew Hall Tull, a 24-year-old Portland man, will spend behind bars after a judge sentenced him Monday, Nov. 2, for a string of sex crimes against teenage girls, KATU reported. The sentence covers convictions for first-degree rape, first-degree sex abuse and using a child in sexually explicit conduct, crimes that unfolded across five separate cases that also included child sexual abuse material, drunk driving and an assault in jail.

The most disturbing details involve two teenage victims Tull encountered through very different paths. In one case, prosecutors said, he met a 14-year-old girl on Snapchat and later raped and sexually abused her. He pressured her into performing sexual acts over video calls, threatening to kill himself if she refused, and investigators later found recordings of those encounters on his phone. In the other, he met a 15-year-old girl who had run away from home near Portland’s Central Library. She told investigators he offered her a place to sleep in exchange for sex and threatened to kill her if she did not comply. She managed to flee after three days.

A Tip That Unraveled the Pattern

The investigation into the child sexual abuse material began when the National Center for Missing and Exploited Children reported a tip that Tull was uploading such material. A search of his phone turned up 33 videos of child sexual abuse material, prosecutors said.

Multnomah County Deputy District Attorney Mihnea Moga described Tull in stark terms after the sentencing.

“This was a prolific, violent individual who consistently exploited vulnerable victims through use of force or manipulative tactics. This sentence is intended to not only protect the community long-term, but also to provide the victims with peace of mind, a sense of justice, and a meaningful path towards healing and closure.”

The 15-year-old victim in this case had been living on the streets near the Central Library when she encountered Tull—a detail that shows how easily vulnerability can lead to exploitation.

Few cases stack together sexual violence against minors, possession of abuse material, drunk driving and a jailhouse assault, yet prosecutors tied all five cases to one man now headed to prison for more than three decades.
