Rapid City Legal and Finance Committee to review 2027 fees and fleet expansion

Rapid City Considers 2027 Fee Adjustments and Fleet Expansion Ahead of November 10 Meeting

The Rapid City Legal & Finance Committee will review a sweeping agenda on November 10, 2026, featuring proposed fee modifications for 2027 licenses alongside major municipal equipment purchases. Scheduled for 12:30 PM inside the Council Chambers at the City Hall Administration Center on 300 6th Street, the upcoming session addresses financial updates, infrastructure grants, and interagency agreements.

According to the official City of Rapid City agenda published for the November 10 session, lawmakers will weigh Resolution No. 2026-087, which adjusts fees charged next year across various municipal licenses, permits, and applications. The committee’s consent calendar bundles these adjustments alongside the September 2026 Treasury, general fund, and sales tax reports.

Community Development and Police Department Seek Vehicle Purchases

Municipal spending takes center stage through a series of planned vehicle and transit acquisitions matching state contract pricing. The Community Development department seeks authorization to purchase two Gillig 29FT low floor diesel buses totaling $1,621,190.00, alongside a Ford Explorer SUV from McKie Ford for $36,727.00 under South Dakota Contract #18038.

Law enforcement and emergency services also eye substantial fleet expansions. The Police Department has slated purchases including a 2027 Ford Explorer SUV for $37,533.00 and five 2027 Ford Interceptor SUVs at $49,502.00 each, reaching a combined total of $247,510.00. Meanwhile, the Fire Department plans to secure two 2027 Ford Explorers for $76,254.00 total, plus a 2027 Ford F250 Crew Cab Short Box priced at $62,187.00.

Infrastructure, Zoning, and Airport Financing

Beyond vehicle procurement, the non-consent agenda introduces critical structural and planning votes. Roger Hall is scheduled to present updates to the agreement for public improvements, while JEO Consulting Group delivers the significant findings report for the 2026 bridge inspections.

Finance officials bring forward the second reading of Ordinance No. 6758, amending Title 2 of the Rapid City Municipal Code to relocate the Community Enrichment Division to the Department of Finance. The agenda also highlights a memorandum of understanding detailing the city’s loan to the Rapid City Regional Airport for its terminal expansion project, alongside a lease agreement with OneHeart.

Community Development will seek approval to issue a request for proposals seeking a consultant to update the city zoning ordinance, subdivision regulations, and future land use plan concurrently. This initiative aims to align municipal rules with the recently adopted 2025 Rapid City Comprehensive Plan.
