Democrats are on track to win a significantly larger share of the U.S. House of Representatives, and in California’s 6th Congressional District, Dr. Richard Pan will be among the new faces carrying the party’s agenda to Washington. The Associated Press called the race Tuesday night, delivering a victory to Pan over Kevin Kiley and capping a nationwide “blue wave” that saw the party net several additional seats across the country, FOX40 reported.
The result marks a political comeback for Pan, a former state senator who had previously run for Sacramento mayor in 2024 but finished third in the primary. Now he will represent a district that has been redrawn to favor Democratic candidates, giving his party another foothold in the battle for control of the chamber. Heading into the general election, Republicans held a fragile 218-214 majority, but Tuesday’s results showed the party losing ground in key battlegrounds like this one as voters responded to the national political climate.
Redistricting Reshapes the Battleground
California’s Democrat-led redistricting effort fundamentally altered the 6th District’s boundaries, shifting it from its northern Sacramento-area suburbs to encompass West Sacramento and parts of Roseville, Rocklin and Citrus Heights. The new map still includes Natomas and sections of northern Sacramento, creating a constituency that Democrats specifically targeted as part of their strategy to pick up enough seats to retake power in the House.
The race pitted Pan against Kiley, who had become the sole independent House member after departing the Republican Party earlier this year and choosing to run for reelection as an independent. His defeat Tuesday night removes the sole independent member from the House.
From City Hall Dreams to Capitol Hill
Pan’s path to Congress runs through a 2024 mayoral campaign in Sacramento that ended in a third-place primary finish, a result that many observers thought would end his electoral career.

Kevin Kiley’s campaign confirmed to FOX40 that he conceded the race Tuesday night, acknowledging the shift in a district that had been redrawn specifically to challenge Republican-aligned incumbents. The concession came as election results nationwide showed Democrats making gains in multiple districts, capitalizing on the blue wave to expand their presence in the chamber and threatening the Republican majority.
“I’m thankful for every voter, volunteer, and supporter who generously gave their time and energy to my campaign,” said Pan in a statement. “I am especially grateful to my wife and family who encouraged me and understand that public service is both a privilege and sacrifice. I am honored to represent all the people of the 6th District in Congress. I look forward to the work ahead.”
The Stakes for Sacramento and the Nation
For residents of West Sacramento, Roseville, Rocklin, Citrus Heights, Natomas and northern Sacramento, the election changes who represents them in Congress. The district’s new configuration covers West Sacramento and parts of Roseville, Rocklin and Citrus Heights while still containing Natomas and sections of northern Sacramento, which Pan must now serve in Congress.

With Republicans starting the night holding just a 218-214 majority, losses in districts like the 6th could determine which party controls the legislative agenda for the next two years.
For residents of the 6th District, the change brings Dr. Richard Pan, a former state senator making a political comeback, as their new representative in Congress after the blue wave election.
