SBA Disaster Loans Available for Nebraska and Iowa Storm Recovery

When the remnants of Hurricane Polo swept across the Midwest, the immediate downpours tested local drainage and left behind flooded cellars. Weeks later, the administrative fallout has officially arrived. The U.S. Small Business Administration issued an administrative declaration of a disaster for Nebraska, as the Federal Register reported, opening federal recovery loans for property owners and business operators who took the brunt of the storm.

Douglas County Bears the Primary Weight of Storm Remnants

The incident period spanned just two days, from September 30 to October 1, 2026, but the recovery window stretches across the coming months. Douglas County stands as the primary designated area affected by the weather system. Surrounding communities in Nebraska—specifically Dodge, Sarpy, Saunders, and Washington counties—alongside Pottawattamie County across the river in Iowa, are included as contiguous districts eligible for assistance.

For homeowners and business owners navigating structural damage or lost revenue, the federal response brings a tiered structure of interest rates based on whether applicants can secure credit elsewhere. Homeowners with credit available elsewhere face a 6.000 percent interest rate for physical damage, while those without alternative credit options qualify for a 3.000 percent rate. Businesses look at an 8.000 percent rate with outside credit availability, dropping to 4.000 percent without it. Private non-profit organizations are set at a flat 3.625 percent regardless of outside credit access.

Application Deadlines and Assistance Portals

Time is already ticking down on the physical repair loans. The deadline to submit physical loan applications is December 28, 2026. Meanwhile, economic injury disaster loans, designed to help small businesses and agricultural cooperatives weather operational disruptions, carry a deadline of July 26, 2027.

Applicants can file their paperwork online through the MySBA Loan Portal. The agency also provides support via email at [email protected] or by phone at 1-800-659-2955. For individuals who are deaf, hard of hearing, or have a speech disability, telecommunications relay services are accessible by dialing 7-1-1.

The administrative declaration, authorized under 13 CFR 123.3(b) and overseen by Associate Administrator for the Office of Disaster Recovery James Stallings, assigns disaster number 220006 for physical damage and 220010 for economic injury.
