Sudipen Launches Paleng-QR PH Plus Program at Public Market

Market vendors in Sudipen, La Union, are trading the familiar clink of coins and crisp folds of peso bills for a smartphone screen, as the municipal government introduces digital payment services to the public market.

The Paleng-QR PH Plus Launch

The transition rolled out on October 29 through the Paleng-QR PH Plus Program at the Sudipen Public Market in Barangay Poblacion, according to PIA La Union. The initiative gives everyday shoppers and stall owners a direct channel to complete transactions using bank and e-wallet applications.

How QR Ph Transactions Work

Under the new system, buyers scan a QR code displayed at the stall using their mobile devices, transferring funds directly into the vendor’s account. This setup reduces the need to handle cash or prepare change.

QR Ph Rollout Boosts Security and Local Reach

Madelyn Lerma Viernes, Bangko Sentral ng Pilipinas (BSP) San Fernando Branch area director, explained that the rollout relies on QR Ph, the national standard for code-based digital payments that bridges various participating banks and e-wallet platforms. Beyond simple convenience, Viernes noted that moving away from cash mitigates the security risks tied to carrying physical earnings.

The program extends beyond market stalls. Tricycle operators and other local establishments are also included, broadening the reach of digital transactions across the municipality.

Modernizing Local Commerce

The Paleng-QR PH Plus framework is a collaborative effort between the BSP and the Department of the Interior and Local Government (DILG), backed by the Department of Trade and Industry (DTI). DTI La Union Acting Director Victoria Ordoño emphasized that the shift helps local merchants modernize their daily operations.

“This initiative is an important step toward promoting digital payments, improving business transactions, and making our public markets more modern, convenient, and accessible to both vendors and consumers.”

Ordoño also cautioned the public to remain vigilant against scams and fraudulent transactions.

On-Site Support and Nationwide Targets

Delegates from LandBank, GCash, the Bank of the Philippine Islands (BPI), and the Rural Bank of Sudipen attended the opening event to showcase their offerings and guide shoppers and sellers through the platform, helping the local market community adapt to the new system.

Viewing the shift as a key move by the local government to boost economic activity, enhance business processes, and broaden digital financial services, Mayor Wendy Joy Dengayen urged locals to back the program and test out electronic payments.

The local rollout aligns with the central bank’s nationwide target to convert at least 50% of total retail transactions into digital formats while expanding transaction account ownership among Filipino adults. While cash remains a familiar part of everyday market life in La Union, Sudipen town is giving its vendors and shoppers another way to complete their daily transactions.
