At about 3:45 a.m. on Oct. 13, Cheyenne police were dispatched to the area of Custer Street and Pawnee Avenue in north Cheyenne following reports of two masked teenagers checking vehicles in the quiet residential neighborhood.
Officers fanned out through the area and soon spotted one teen ducking behind a pickup truck a few streets from where the initial call originated. When the officer exited their vehicle and walked around the truck to find the teen crouching down, the suspect ran before he could be detained. Another officer located the second suspect, Kyrin Arthur, elsewhere in the neighborhood. Arthur also attempted to flee, according to the affidavit, but was successfully apprehended after a chase. A third officer pursuing Arthur stopped when they noticed a 9mm Sig Sauer P365 handgun and a cellphone lying on the ground where Arthur had been fleeing from. A fanny pack Arthur was wearing reportedly contained multiple 9mm rounds.
Arthur, born in 2008, has been charged with felony robbery and resisting arrest. The burglary charge carries a maximum potential penalty of 10 years in prison. Both he and the other young man involved are considered innocent until pleading or being found guilty.
A Backpack Full of Someone Else’s Gear
While officers continued searching for the second teen, dispatch received a report of someone trespassing in a backyard nearby. A homeowner had spotted the suspect and confronted him, but when the teen looked up at a police drone that had just been launched to monitor the situation, he ran off, dropping his backpack. He was eventually captured multiple houses away, still in a backyard.
The backpack he carried reportedly held multiple items, including a Garmin Inreach satellite communicator, a Leupold rangefinder, and a box of ammunition. By calling a phone number listed in the Garmin, police tracked down its owner — a man who, preparing for a hunting trip the next day, had placed the backpack in his car only to find it stolen soon after. Police received doorbell camera footage from the hunter’s wife showing a masked teen wearing the same clothes as Arthur breaking into the car. According to police, that theft occurred in a neighborhood nearly 3 miles away from where Arthur and the other teen were arrested.
Felony Charges and a November Hearing
Arthur has a preliminary hearing scheduled for Nov. 12 to decide if his case should be taken up by the Laramie County District Court. He was issued a $10,000 cash bond.
