500,000 Californians to Receive State Subsidies During 2027 Open Enrollment

Covered California’s open enrollment period for 2027 health insurance coverage begins Nov. 1, 2026, and runs through Jan. 31, 2027, giving Californians the opportunity to sign up, renew, or shop for new plans, according to KCRA.

The marketplace serves anyone who needs to buy health insurance without the option of doing so through an employer. This group includes gig economy workers, part-time employees, and the self-employed.

Scott Kelley, CEO of SolV Independent Insurance Associates, encouraged consumers to closely examine their health care coverage to understand changes and adjust plans based on current needs. Kelley noted that copays, deductibles, out-of-pocket costs, and provider networks frequently shift from year to year.

“Do I have a different copay? Do I have a different deductible as an out-of-pocket change? Did my employer bring a new option to the table that I didn’t have last year? Should I take a look at that and consider that? How about my spouse? Has either of our employment situation changed? Do we have some new options to consider? Hospitals sometimes drop out of networks or sometimes join networks. You know, has there been a change of my providers?” Kelley said. “So don’t just check the box to stay in the status quo, take a look and really be a consumer of your health care and decide what plan fits you and your family best based on your health care needs.”

500,000 Californians to Receive State Subsidies During 2027 Open Enrollment

For Covered California specifically, open enrollment runs from Nov. 1, 2026, through Jan. 31, 2027. Residents can sign up, renew, or shop for a new plan through CoveredCA.com or with the help of one of 16,000 certified enrollers and agents spread across the state.

Over 160,000 of Covered California’s 1.7 million enrollees live in the Sacramento, Stockton, and Modesto regions.

State officials point to an enhanced state subsidy program for 2027 designed to ease financial pressure on policyholders. More than 500,000 Californians are projected to receive a state subsidy next year, making up about 30% of all enrollees. Nearly 200,000 people will be able to choose from two Silver-tier plans featuring a $0 premium.

An additional 200,000 residents will qualify for financial assistance who were not eligible in 2026. State projections indicate this expanded help will prevent roughly 90,000 people from dropping coverage in 2027.

While open enrollment remains open until the end of January, consumers must select a health plan by Dec. 31 to ensure uninterrupted coverage for all of 2027.
