David Crowley Wins Wisconsin Governor’s Race, Making History as First Black Governor
Democrat David Crowley will serve as Wisconsin’s next governor, defeating Republican U.S. Rep. Tom Tiffany in a closely watched midterm contest and making history as the state’s first Black governor, NPR reported. The Associated Press called the race on Tuesday, November 3, 2026, following a campaign featuring high spending, differing economic messages, and Wisconsin’s status as a battleground state.
Crowley’s victory over Tiffany also breaks a long-standing electoral ceiling. It marks the first time in Wisconsin’s 178-year history that Democrats will hold the governor’s office for more than eight consecutive years. Crowley will succeed retiring Democratic Gov. Tony Evers, who opted against seeking a third term. Speaking to supporters at Landmark Credit Union Live in Milwaukee, Crowley struck a conciliatory tone. As WPR reported, the newly elected governor pledged to represent constituents across the political spectrum, telling the crowd that “people who work together will win, not Democrats, not Republicans, but people, y’all.”
Crowley Rises from Poverty to State Office
Crowley’s ascent to the state’s highest office follows a remarkable personal and political trajectory. Born on the north side of Milwaukee in one of the nation’s poorest neighborhoods, he experienced a childhood marked by housing evictions and his parents’ struggles with substance abuse. He turned to community organizing and politics early on, working on former U.S. Sen. Russ Feingold’s 2010 reelection campaign before winning a seat in the Wisconsin State Assembly in 2016 at age 30. In 2020, he made history as Milwaukee County’s youngest and first Black county executive.
Yet his primary path to the gubernatorial nomination was nearly derailed this past summer. Crowley briefly dropped out of the race in early July when his campaign failed to gain immediate momentum, only to reenter ten days later after Lt. Gov. Sara Rodriguez ended her bid. Boosted by the crucial endorsement of outgoing Gov. Tony Evers—who stepped in to block the rising momentum of democratic socialist Francesca Hong—Crowley narrowly edged Hong in the August primary by less than half a percentage point.
Crowley Focuses on Pocketbook Issues Against Tiffany
In the general election, Crowley faced an opponent with a massive fundraising advantage. Tiffany’s campaign was heavily supported by three billionaire donors who poured millions into securing the Republican congressman’s victory. Tiffany, who survived a small plane crash while campaigning, also carried endorsements from President Donald Trump and former Wisconsin Gov.

To counter Tiffany’s financial edge, Crowley’s campaign focused intensely on pocketbook issues. He ran on lowering costs for working families, defending Medicaid funding, and preserving affordable housing. At the same time, Democratic ads used President Trump's historic unpopularity in the swing state, tying Tiffany directly to Trump's agenda and warning voters that electing Tiffany would bring income tax cuts tailored for his billionaire backers.
Meanwhile, Tiffany sought to define Crowley around economic development policy, attempting to label him as “Data Center David Crowley” by pointing to past remarks regarding artificial intelligence and technology hubs. Crowley, however, adjusted his stance late in the cycle as affordability and cost-of-living concerns dominated voter priorities.

A Battleground State Shifts
Wisconsin has long been defined by razor-thin margins. Trump won the state in 2016 and 2024 while losing it in 2020, and five of the past seven presidential elections in the state have been decided by less than a single percentage point. Tuesday’s results also indicate broader legislative shifts, with Democrats appearing to take control of both houses of the state Legislature for the first time since 2010.
As election officials work to certify results in the coming weeks, Crowley prepares to assume leadership of a narrowly divided state where neither party can afford to govern unilaterally. As he told supporters on election night, referencing the state’s political identity, “In a state this close, nobody gets to govern alone.”
