Minneapolis launches new 311 system as department marks 20 years of service, says Nzimbi

Minneapolis is launching a new 311 system featuring an online portal and mobile app. The updated system aims to make it easier for residents to connect with City services, with features including the ability to track request progress and receive notifications.

The 311 service center, which began operations in 2006, is described as the City’s front door for non-emergency services. In its first year, the center received over 58,000 service requests, with that number growing to more than 118,000 in 2025, alongside an additional 380,000 contacts via phone and email.

What’s New with the 311 System

The updated 311 system provides customers with more ways to engage with the City and gain insight into their service requests. Key features include:

  • A new online portal and mobile app offering more options for reporting issues.
  • The ability to track the progress of requests through the online portal without needing to call for updates.
  • An option to create an account to receive direct notifications about request status.
  • An Explore Map showing open service requests in an area to check if an issue has already been reported.
  • A new public knowledge base for information on City services and direct access to online service request forms.

A Milestone for City Services

“Reaching two decades of 311 service is an important milestone and is a testament to the dedication of the people who have worked to connect Minneapolis residents with the City,” said 311 Service Center Director Mwende Nzimbi. Our team has worked hard to modernize how people report issues, find information and connect with City services. This new system builds on 20 years of service while giving residents more convenient ways to get help, follow the progress of their requests and stay connected to their City.

Mayor Jacob Frey stressed the importance of accessibility, stating: A city that works for everyone starts with making sure residents can connect with the services they need. This updated 311 system gives people more ways to engage with their City and makes it easier to find information and report issues in their neighborhoods.

Getting Started with the New System

The new 311 mobile app is now available on the App Store and Google Play. The City will continue to promote the new system and has scheduled community events to help residents learn how to use its features. These events will be held at 3736 Chicago Avenue from 9 a.m. to 3 p.m. on the following Wednesdays: November 18, December 2, and December 9. The City also reminds residents that 911 should be used for situations involving an immediate threat to life or safety.
