West Virginia Launches Speed to Build Permitting Portal Ahead of Schedule

West Virginia Launches Speed to Build Portal Three Months Early

State officials celebrated the soft-launch of West Virginia’s new online one-stop portal for permitting three months ahead of a statutory deadline, moving online-only submissions closer to reality alongside plans for artificial intelligence integration across state departments. Governor Patrick Morrisey and state Department of Administration Cabinet Secretary Eric Householder announced during a Wednesday press conference in the Governor’s Reception Room at the State Capitol Building that the West Virginia Speed to Build Permitting Portal went live following an October 1 soft-launch, The Intelligencer reported.

Located at SpeedtoBuild.wv.gov, the centralized hub consolidates approximately 330 permit types across 13 state agencies and is designed to handle roughly 178,000 permits annually. The One Stop Shop Permitting Program was created through House Bill 2002, which was passed by the Legislature in 2025 and introduced on behalf of Morrisey. The law directed the creation of a centralized dashboard to modernize licenses, business registrations, and construction permits by January 1, 2027.

We’re excited about this new one-stop shop, Morrisey said during the announcement. We know that there are a lot of entities here that might need permits from different state agencies, each with their own forms, their own processes, and own way of collecting fees … Well, that all changes today because we have a cutting-edge permitting portal that brings all that together in one place.

Phased Rollout and Fast-Track Deadlines

The online portal allows applicants to establish private accounts to submit paperwork, track application statuses, communicate with regulators, and pay fees electronically. The Bureau for Public Health, Division of Highways, Department of Environmental Protection, and various Department of Commerce divisions—including Forestry, Labor, Natural Resources, Miners’ Health, Safety and Training, and the Alcohol Beverage Control Administration—are among the participating agencies.

Use of the portal remains optional until July 1, 2027, allowing businesses to continue submitting traditional paper applications or using existing agency systems without penalty. After that date, direct paper submissions will end for covered permits.

Beginning January 1, 2027, the legislation introduces a fast-track processing option for an extra fee. Participating agencies must establish clear processing timelines, and any failure to meet those deadlines will require agencies to issue a full refund of application fees.

Beginning January 1, 2027, you’ll have the option to expedite your permit application with the guarantee that you will receive your approved permit in that time or you will get your money back, Householder said. By July 1, 2027, all permits currently in the portal will be applied for and processed digitally.

Industry Response and Early Adoption Metrics

According to Householder, more than 8,000 permits have already been processed since the portal opened on October 1, with 1,536 initial users testing the system for hauling permits and other needs.

A portal like this is something that’s going to allow us to fulfill your vision of speeding up the way we do business, said West Virginia Contractor’s Association CEO Jason Pizatella. The quicker we can get a permit approved means we can get shovels in the ground and we can work faster, and it’s really a game changer for the industry.

AI Integration and Future Efficiency Audits

Development of the platform was backed by a $5 million general revenue budget allocation. Primary software development was executed through a $655,000 three-year contract with Delaware-based Delasoft, while the Manahan Group secured a communications contract valued at approximately $550,000.

Morrisey noted that the expansion of automated tools could eventually reduce the need for full-time state employees, though administration officials emphasized that agency reviews are ongoing to balance taxpayer efficiency with regulatory compliance.
