APEC Business Travel Cardholders Gain Extended 90-Day Stay in Hong Kong
Business travelers holding Asia-Pacific Economic Co-operation Business Travel Cards are gaining mobility across key regional markets. The visa-free period of stay in Hong Kong for qualifying cardholders expands from 60 days to 90 days starting November 1.
The adjustment stems from a recent decision by the APEC Business Mobility Group. Five participating economies—the People’s Republic of China; Hong Kong, China; Indonesia; the Philippines; and Singapore—agreed to lengthen the maximum visit duration to 90 days to enhance the card’s overall effectiveness. While individual participating members set their own rollout schedules, the mainland and the Hong Kong Special Administrative Region move forward simultaneously on November 1.
Implementation Timeline and Eligibility Requirements
To secure the extended visa-free stay upon arrival, cardholders must ensure they have obtained pre-clearance from the Hong Kong Special Administrative Region. An immigration department spokesman confirmed that standard entry rules for the ABTC, which is normally valid for five years, remain otherwise untouched. Cardholders continue to enjoy access to special service lanes at selected control points across participating economies for expedited clearance.

Eligibility for local residents remains strictly defined. Hong Kong residents possessing a permanent Hong Kong identity card and a valid national passport may apply if they qualify as bona fide business persons requiring frequent short-term travel across APEC economies. Applicants must maintain a clean criminal record and show no prior history of refused entry into any participating jurisdiction.

“In line with our country’s implementation date, with effect from Nov 1 this year, ABTC holders who have obtained pre-clearance from the HKSAR will have their maximum visa-free period of stay in the HKSAR extended from 60 days to 90 days.”
A total of 19 economies actively participate in the broader travel scheme. Aside from Hong Kong and China, the participating list features Thailand, Singapore, Russia, the Philippines, Peru, Papua New Guinea, New Zealand, Mexico, Malaysia, the Republic of Korea, Japan, Indonesia, Chile, Brunei Darussalam, Australia, Vietnam, and Chinese Taipei.
Navigating Transitional Memberships
Canada and the United States function as transitional members within the ABTC network, meaning they abstain from processing pre-clearance requests submitted by other participating nations.

Consequently, cardholders are still required to meet relevant entry requirements, including applying for necessary visas, if applicable. As the November 1 implementation takes hold across the adopting markets, regional enterprises operating capital across multiple Asian hubs gain scheduling flexibility for executive deployments.
